CASE BF // CURRENT ARCHIVE STATE STATUS // ACTIVE
BF-01 // POST-CONTAINMENT END-STATE REVIEW

PLAYGROUND STATUS

Termination failed. Containment failed. Transfer failed. Tracking failed.

BF-01 returned to the original orphanage under circumstances that remain unreconstructed.

Federal personnel maintain an exclusion perimeter around the property.

No agency currently claims to have Babyface contained.
SUBJECT: BF-01 / ELLIOT MERCER ASSOCIATED INTELLIGENCE: USI-01 PRIMARY TERRITORY: PLAYGROUND ROOM 31: OCCUPIED CASE STATUS: OPEN
01 CURRENT SUBJECT STATUS
FEDERAL END-STATE SUMMARY // BF-01
ACTIVE
BF-01 remains biologically active.

No tested termination method has produced permanent cessation.

No current containment method is considered reliable.

The subject occupies the former orphanage voluntarily.

The location is monitored.

It is not secured.

The distinction is considered critical.
02 CURRENT PLAYGROUND CONDITIONS
PROPERTY
ORPHANAGE
Original structure remains condemned.

Fire-damaged sections continue to deteriorate.

Several areas appear unchanged despite expected structural collapse.
PRIMARY LOCATION
ROOM 31
BF-01 is repeatedly observed entering and remaining inside Room 31.

No personnel are authorized to disturb the room.
OBJECT
TEDDY BEAR
Still believed to remain inside Room 31.

Recovery prohibited.
WEAPON
BF-W02
Replacement sledgehammer remains in subject possession.

Provenance unresolved.
ACTIVITY
VARIABLE
Periods of apparent inactivity may last days or weeks.

These periods are not interpreted as absence.
PERIMETER
EXCLUSION ZONE
Wide civilian exclusion zone remains active.

Its purpose is to keep people away from BF-01.

Not to keep BF-01 inside.

04 FEDERAL POSITION
CURRENT POLICY:

Federal agencies no longer maintain an active objective of forced capture unless BF-01 leaves the exclusion zone and creates an immediate mass-casualty threat.

The decision is based on operational history.

Attempts to physically dominate the subject have repeatedly resulted in:

— termination failure
— personnel loss
— expansion of anomalous effects
— abandonment of game behavior
— increased civilian danger
— loss of reliable surveillance

Current policy favors distance.

Not because BF-01 is considered harmless.

Because every previous attempt to establish control has made the situation worse.
05 CROSS / VALE FINAL REVIEW
FINAL JOINT REVIEW // EXCERPT

FEDERAL REVIEWER: So that's it? We leave him there?

CROSS: That's not what I said.

FEDERAL REVIEWER: Then what are you saying?

CROSS: I'm saying stop pretending the perimeter is a cage.

[ 03 SECOND PAUSE ]

VALE: He goes there because he wants to.

FEDERAL REVIEWER: And if he changes his mind?

VALE: Then the perimeter won't matter.

FEDERAL REVIEWER: That's your professional assessment?

CROSS: My professional assessment is that you've spent years asking how to keep him in.

You should've been asking what makes him decide to come out.
06 KNOWN BEHAVIORAL TRIGGERS
OBJECT REMOVAL
TEDDY BEAR
Removal previously triggered persistent pursuit far beyond normal Playground boundaries.

Object is no longer to be touched.
LOCATION
ROOM 31
Entering or disturbing the room can produce immediate territorial aggression.
FAMILY
MERCER SIBLINGS
Recognition produces hesitation or behavioral change.

It does not reliably produce mercy.
MEMORY
REBECCA MERCER
Lullaby and maternal references produce strong responses.

Use as manipulation trigger prohibited except under emergency authorization.
INJURY
REPEATED PHYSICAL DAMAGE
Does not increase measured anomalous power.

Does reliably reduce play behavior and increase direct pursuit.
RULES
GAME DISRUPTION
Violation of subject-defined rules can abruptly end delayed or theatrical behavior.

When the games stop, survival odds decrease sharply.
07 WHAT IS BABYFACE?
FINAL CLASSIFICATION REVIEW
NO COMPLETE ANSWER EXISTS.
The archive can now establish several facts.

Babyface is Elliot Mercer.

Elliot Mercer did not die in the 2012 fire.

An unknown second intelligence was associated with Elliot before the fire.

After the fire, the two became integrated in a manner that remains biologically and anomalously unexplained.

Both intelligences demonstrate agency. Both can communicate. Both can disagree. Both can act together.

Many impossible effects appear connected to USI-01.

Many behavioral patterns remain distinctly Elliot.

The body belongs to Elliot Mercer.

The thing known publicly as Babyface appears to be what exists when neither one leaves.
08 UPPER LIMIT
FINAL CAPABILITY WARNING
Do not mistake documented capability for maximum capability.

Observed behavior establishes that BF-01 can affect perception, navigation, fear response, physical survival, voice location and environmental consistency.

It does not establish the upper limit of any category.

No verified maximum exists for:

— number of simultaneous targets
— effective range
— duration of altered perception
— scale of environmental distortion
— amount of structural substitution
— persistence after apparent death
— distance USI-01 effects can operate from Elliot
— number of individualized realities maintained at once

The subject may also possess capabilities that have never been observed.

The current archive therefore retains the original warning:

UPPER LIMIT UNKNOWN.
09 ACTIVITY DURING APPARENT INACTIVITY
Long periods may pass without a confirmed BF-01 attack.

This does not mean the Playground is inactive.

Monitoring systems have recorded:

— movement in empty corridors
— humming with no visible speaker
— doors opening while BF-01 remains inside Room 31
— children's drawings appearing between inspections
— brief silhouettes inconsistent with BF-01's body shape
— counting transmitted through inactive speakers
— exterior cameras losing time
— interior rooms appearing restored for single frames

Some incidents occur while Babyface is clearly visible elsewhere on the property.

Whether these events are produced by BF-01, USI-01, residual property effects or some combination remains unresolved.

11 CASE STATUS
CASE BF // ADMINISTRATIVE STATUS

BF-01 is not considered neutralized.

BF-01 is not considered contained.

The Playground is not considered secure.

The exclusion zone remains active.

All recovered historical, biological, anomalous and behavioral records remain subject to continued review.

[ RECORD ENDS ]
13 ARCHIVE ANOMALY
Following BF-01's return to the Playground, reports began appearing from locations with no established relationship to the original case.

Some contain obvious fabrication.

Some are misidentifications.

Some contain dates that conflict with verified surveillance showing BF-01 inside Room 31.

Several contain details that were never released publicly.

The reports are maintained in a separate unstable directory.

No determination has been made regarding whether they represent:

— misinformation
— copycat behavior
— USI-01 activity
— perceptual contamination
— BF-01 leaving the Playground undetected
— simultaneous manifestation
— another phenomenon entirely
